No foreign entity can come to Ghana and operate without our concern so, why should we blame the Chinese? We should remember what former president Kufuor said, he said that the problems in governance rest with the "Civil servants" who are always there coming out with all sorts of rots them it is the politician who is held responsible.

Some civil servants are too comfortable in their area of operation and that should be looked at.
