Until MTN receives a letter from the the NCA, they don't have the authority to scrap the e-levy. There is a process from the president signing a bill to the NCA giving that directive by a letter to MTN. The time that process takes is not in the hands of MTN.

It's just like if you are a Salesman in a shop and you hear your your ceo say announce publicly that the company has reduced all prices by 30%. Do you straightaway start changing the prices on labels in the shop without being given a formal directive by your senior management? Of course not!
The Telcos don't take directives directly from the president. The president after signing the scrapping of the e-levy, then directs the respective ministry to give the directive to the NCA, which then directs the Telcos to implement it. There is a chain of command that Telcos cannot breach.
