That is a very good practical question Sir.
The issue is that in our part of the world, academic qualifications (including PHDs), tend to be eulogised over relevant professional and/or technical certifications or proven abilities.
If female police officers in other African countries have not obtained such academic lawrels, it is most probably because they opted to persue other professional/academic ventures, more relevant to police work.

Congrats to Madam Divisional Commander anyway. Lets hope her academic achievements will also translate into improved efficiency in her service delivery.
