Arrest the kingpins and leave the small boys.
This has been said over and over again.
During the term of the previous government, a US Ambassador made these very remarks.

Our prisons are already congested.Adding these young chaps will compound the problem.Let’s quickly come out with the road map on how to carry out a safer small scale mining.We need to create jobs for the youth asap.
