  Before the elections, then candidate Mahama said repeatedly that his government would renegotiate the IMF agreement if his party came to power. After the elections, Finance Minister Ato Forson reiterated the new government's intention to renegotiate the agreement to increase the funding envelope, obtain more favorable terms, and seek an extension. It seems the IMF rejected the Government's request on the grounds that, in Ato Forson's own words, renegotiation implies that the government does not believe in the program. So, Ato's statement is a reversal of the Government's previous position.
