I am not astonished. The Council of State is the most irrelevant, hopeless and extremely expensive institution created in the 1993 constitution of 4th Republic. It should be abolished as soon as possible.
The Council of State must include three sidechicks.

The Council of State is a damn useless institution, and any reasonable and level-headed president would not need all these members to advice him. It's another means to waste our resources.
