In this day of electronic communications, when a person is out of the country, it doesn't mean the person can no longer perform his duties. The president is still president when he is out of the country. The only time he cannot perform his duties is when he is indisposed to an appreciable extent or has to be put under anaesthesia or something to that effect or is on vacation and wants to be away from all duties. That is when a another person has to be appointed to act.
