Is prigrimage to Religious place of worship a State issues.it is individual matter, there is a separation of State and Religion. There are a lot of Airlines operating all over the Globe, so if some people want to go to Mecca, Israel, Rome and Kandahar in Afghanistan to pray that's their own business why should the State come in, wait what about those people who want to travel abroad to seek greener pasture did the State has to bear the cost, or the State has to help them, I hope you are not one of the NDC fake PHD holders, if not how could you spew such nonsense. Prigrims should carry their own cross and leave the country out of this. After all went they come back from Mecca what do they do, kalabule, and marrying four wives and producing many Children and later turn into Arm Robbers.
