But when it is getting to time to validate the payroll for the month of say June they would shamelessly return as if nothing happened.

Or you mean they should negotiate implementation???? Why was the financial effects of the signed and approved CBA omitted from the MoH budget, and hence the national budget? They nurses should fight for what is due them. Article 71 holders do without quailms why nurses is problematic?
