  What do you expect people who pay through agents to be recruiting into the service. A service that needs dedication and loyalty got all manner of people who because no job after completing schools got there. They don't have the will to work there but because they don't have jobs. Secondly they were not properly trained. Thirdly if politicians don't stop selling slots to people we will see the worst in the future.
