I don't remember the last time I've heard something like this. A president or presidential staffer giving out his or her salary to fund a project; well, let's see how it goes.

We've heard this before from the same man during his last presidential reign. Any deductions will be refunded to the appointees upon exiting office in 2029

It's ok to appeal for donations but not to compel them to do so.
They have their own responsibilities too.
