  The conditional statement he made has not threatened anybody to cause for his arrest.
  it is simple as ABC
  if you dont want him to do what he said,
  just sit those criminals wearing police uniform down, educate them about professionalism and the citizenry may have no cause of worries.
  why should a police officer make a traffic stop, collect the Drivers license while the driver license is valid ?
  this is total illegal.
  Ghana police - you are permitted to inspects the license , and give it back to the owner if it is valid. you have no right to take it out from him.
  why an Immigration officer is not permitted by law to collect your passport from you if the passport is valid and you have committed even a serious offends ,crime or even if you are been arrested ?
  it is only a competent court of law, presided by a judge that could call for the seizure of ones Drivers license or passport.
  the iisue here is clear
  if you dont want the people to threaten you, then conduct your duty professionally
