Most of them I'm sure will be NON CODING IT jobs anyway. India has built its reputation based on this. Many companies outsource to India simply because of a notion that india is an IT hub. We all know, half of the time it is not so.

Its a great idea, let it be done. Encourage them teach them how to get the jobs. Set up international recruiting firms and let them be in Ghana but chop US or EU money. At the end of the day, these 1M folks will spend most of their money in GH!!
