  Whar makes a fake Dr. Title?
  The whole idea that one did not acquire his doctorate in the same school as that conferred on you your doctoeate degree does not make a fake title. The fact that it did not take 5yrs but took less years to earn your Dr. degree does not make a fake title.
  Please, the argument must be on what the university body in Ghana requires and nit just statwments based on value of education.
  Most African and Ghanaian universities may not be in the world ranking at all; meaning that in the eye of the world they dont exist at all. They are only recognised by african standards only. Do we then conclude that awarded certificates from these universities are unworthy? Unfortunately, the afrixan universities who criricise other certificates much based their arguments on the simple reason that earning a doctorate degree must not be easy. Another reason given is that it must come from an accredited institution. For example, what ghanaian acdemecians fail to understand is that no country will issue a visa for graduation in their country to attend the graduation in a fake University. Isuing visas for such protocols means the awarding institution is duly registered and known to be credible. I believe to reject a degree should be based on
  1. The course content
  2. The programme offered
  3. The quality of scripts and defence of thesis
  4. The credibilty research on the awarding institution through thorough credibility criteria
  5. Qulificarion of institutional staff both academic and teaching
  6. If it is a distance programme, the quality of distance learning electronic structures and facilities
  7. And other such "credibles".
  
  The above may have to be thoroughly researched into to inform any conclusion as to the value and quality of certificate one may be holding. The fact that a certificate was awarded through a distance education does not make it fake, I guess.
  Some credible overseas distance learning institutions have qualify, reliable and credible distance learning facilities that most distance learning facilities offered by local univesities. Do we then conclude that certificates issued on this are fake?
  I appeal to the vice chancellors to conduct thorough background checks through consultations with awarding institutions on some doctorate or even masters awarding but suspicious institutions both local and overseas to inform unbiased judgement for their discussions. Better still they may proffer additional information to those institutions to provide better teaching and learning to students who are churned out from them institutions.
  My highly esteemed Vice Chancellors, please, hesitate to condemn and shame your staff for all staff may not obtain their doctorate from the same insritutions. Different institution are created to assist in this endeavour too.
  With all respect I submit this contribution and hope it will fall on listening ears.
  Do not condemn instead build. Weed out only those who cannot prove the source of their certificate but investigate all with unbiaseness, I suggest.

It also took a whole struggle for Ghanaian Universities to accept the 1yr masters certificates from UK Universities. It took a struggle for the old existing Universities to accept the fact that the new TU heads of institutions be also called Vice Chancellors. This suggests that Ghanains are slow to acceptance and change for new ideas. Honourable TU Vice Chancellors, be aware of this.
