To be a real Ga there has to be an ancestral home in Gamashie, Osu, La, Teshie, Nungua, Ningo, Tema etc. from where your last and traditional/middle name was derived. All Gas with the same last names are traced to one ancestral home. Simply put there is no APPIAH TSE WE in Accra where Appiah could have come from. So, No, Appiah is not a Ga.
