Ghana can benefit from a system called progressive sanctions, whereby all punishments for major offenses will be cataloged to bring about minimum/maximum sentencing guideline for fair and equitable punishment. Following this sentencing guideline a judge cannot sentence someone for 50 years just for stealing a goat, which will clog up prison space. Also, when the prison gets overcrowded, they can lower the sentencing guideline for lower non-violent crimes to create early release for some and more space for those that really need to be locked up. They can also use probation, parole, and restitution payment to ease overcrowding.

Mr. Rain, I solidly support your assertion. I believe that not all crimes should be jailable . I think people with minor and non violent offenses should have their sentences commuted to strongly supervised Community Services. They could be made to tidy up their communities, weed up the weedy places, weed and clean up Government properties like the Hospitals, Schools, Markets and Farms. Some of them with low Sentences and those about to finish their Sentences should be Chain Ganged and rented to work at the farms of the communities. I remember when I was very young, Prisoners with non violent crimes were rented to work in the farms of people in the communities and were only allowed back to the Prison at the end of the day. Some cleaned the Markets and burned the trashes. Yes, and most of them preferred that. That also saved the Government and communities spending so much money to keep places cleaned. We don’t need to overcrowd them like that. If we do, they end up contracting diseases which they spread to the communities. Anyway, they need not be pampered in Prison

Remember former Finance Minister Ofori-Atta declared arrogantly that his government would continue using public funds to erect that cathedral, after it had been disclosed that the government had been secretly funneling tax payers money to the cathedral project. The previous government had a hard time getting many folks to contribute towards the cathedral project, hence its decision to resort to using huge sums of tax payers' money for the cathedral project. Prisoners deserve to pay a price for their criminal conduct, but these prisons are nothing but breeding grounds for all sorts of sicknesses and diseases that the prisoners eventually bring out to public upon their release. The cramping of so many people under such unsanitary conditions is indefensible.

I don’t think that certain crimes like pilfering, domestic fights etc should warrant Prison Terms. Some crimes can be punished with Community Services and that can benefit the society. The conditions at the Prisons make some come home worse criminals. Can’t we use some for Community Services? This is just waste of money and making some criminals more hardened and dangerous.

Ghana must change its penal system.
Some of the convicts do not need incarceration at all . Some need community service, house arrest or rehabilitation or a form of punishment that does not require incarceration. If Ghana has national industries or enterprises, some of these incarceration persons could be sentenced to work in these factories or government agencies for half the salaries while they are freed into society. This will provide labor for these government agencies and thereby reduce the number of prisoners and the over crowding. Our prison system must liaison with the private sector to help those convicts who do not really deserve incarceration by paying their fines for them in exchange for their labor for a duration of their imprisonment after which they are free to go any where they chose to. Some convicts cannot just afford to pay their fines and will prefer to provide labor to those who will pay their fines just to secure their freedom. But this must be done with the supervision of the prison authorities so that these convicts are not abused by their employers.

There's a lot of ways the parliament do to save governments money and also save lifes done locking people and spend money on their punishment. We have to learn from USA and other countries.
