How did he know it was stolen? Why didn't Customs find out it was stolen before letting the importer clear it from the Port?

It's complicated, and it takes time to find out that a car was stolen and shipped to Ghana. That's why the customs or the buyer may not know right away that the car is a stolen one.
It is a suficicated business.
