Thank you for drawing the government's "much needed" attention to the plight of these youth who are quickly slipping into deadly drug addiction.
The problem is the supply chain of these drugs which the law enforcement agencies are unable to deal with due to their involvement in facilitating the movement of the drugs. The police system is not capable, not because they do not have the resources, but they are weakened by attraction to bribery, or magnetized to corruption. We're all aware of the present law enforcement's corruption crisis. Any state with high corruption of the police system can hardly get any where. With our police in this high-level dishonesty, we are doomed forever. Drug suppliers have the upper-hand.
