This checks should be done at the porters of entry by Customs and DVLA so innocent buyers do not become victims of fraud but rather that importers. The agencies are better placed to effectively do this.

It is your duty to ensure that no stolen car enters the system. The system must flag it at the point of entry ie Customs or during registration. Is this difficult to do?

Buyer should check with EOCO? Indeed!!! where was EOCO when the vehicle was being cleared at the Port? The National Security n EOCO personnel stationed at the Port what is their job description?
A lot of people don't want to hear the name EOCO even in their dreams, so they should have an interconnected link with the port and DVLA to check this instead of creating another layer for corruption to flourish
