The reason they are dragging their feet in completing the Kumasi Airport is just to protect the Kotoka International Airport from less patronage. It is a fact that when the Kumasi Airport is totally complete, and International fights commence there, traffic to Accra Airport will be reduced. A good majority of Ghanaians residing overseas are Ashantis and people from Bono and the northern belts of Ghana, and they will rather fly to Kumasi straight to avoid hotel costs and the Accra-Kumasi highway deaths trap.

The only thing that could preserve your non-entity Nigerian , togo or Benin culture is to ask the government to take the national capital from Akra otherwise forget it, the national capital has become Heterogenous with divers culture and customs, you cannot impose any of yours onto the others.
let me remind you the wisdom that went in when Akra was selected to become the national capital of Ghana.
Kwame saw that
Cape coast which used to be the capital town was Homogenous of Fantis , and that could subdue the other tribes when the national capital grows in cape-coast.
when you goes to the Asanti and the then Asanti-west, some parts of Eastern Region it was also controlled by a KING - Otumfour
when you comes to Akra at that time - mostly all those settlers are foreigners who just came to the coast for labour work due to the coastal trading operating by the whitemen
so Akra was the best place to be able to controlled by the Government machinery .
so as it stand for today it is the government of Ghana who controls the greater Accra Region to the interest of the whole nation.
