In law we have categories of jurisdiction. Subject matter jurisdiction, geographical jurisdiction, personality jurisdiction. As an international courts, it is not all matters that they could exercise jurisdiction. They lack jurisdiction on domestic issues except fundermental human rights, such as right to food, life, etc. But they don't have jurisdiction over constitutional human rights like right to vote, marry etc. So an international court, their jurisdictions have limits, their jurisdictions are not absolute.
So if AG has raised a jurisdictional issue, it is up to the court to go into the merits of the jurisdictional issue & determined it whether they have jurisdiction or not. After determination, if they have, before the merits of the substantive case.

Note all international courts do not replace domestic courts but support it. They are not superior to domestic courts neither are they supervisors of domestic courts. Hence they are careful when it comes to jurisdiction because each state maintains its sovereignty.
