PURC should follow the example of countries that use a formula based on consumer price index and expected increase in productivity, using a formula such as: P = CPI - X where P represents the % increase granted and X represents increase in productivity expected from ECG during the pricing period. This method of utility pricing provides an incentive for ECG management to improve the efficiency of ECG. There's a lot of literature on public utility pricing which PURC seems to be unaware of.
