Listen carefully to what Mahama isn't saying, namely, that the cedis will appreciate to a certain figure and remain there, plus or minus 5%. He is saying the goal is to stabilize the currency with a margin of error of 5%---meaning, the currency could depreciate to 15-17 to the dollar and would be stabilized there, +/- 5%.
