Why is it a crime to use the name of officials to offer promises in return for money that may never materialize? Is what the fraudster did not covered under the definition of deception/lie? If we accept that lies can reach levels of deception and subject to arrest then why are dimwits in the NPP having issues when people lie on officials on social media and are arrested?
