  No need to find the culprits. The state must confisticate the vehicle and give it to e.g. a secondary school or a hospital. The must be a law to confiscate vehicles used in illegal activities like carrying illicit drugs, timber without permit, banned drugs, etc. We need drastic laws to minimise the lawlessness and indiscipline in Ghana.
