The existing registration protocols provide enough security since the numbers on the plates are in the system of DVLA that can easily be traced.

Instead of these complications the number should be linked to the car and its specific characteristics, its registered address being where the owner lives and then add the owner's details, photo, and Ghana card in the database

This is not new, that's how numbers are handled in the West. If you need to switch the number to a new car, you do it at the DMV (DVLA). Simple

This is how Americans government and any other civilized nation has been doing. If you have 10 cars you have 10 number plates in your name so that the moment you mention your name, the number plates show up that you or so so and so own it.

Look in your current DVLA vehicle booklet, the booklet has the owners name against the vehicle registration number. If and when the vehicle changes hands, the vehicle number is transferred to the new owner, unless the new owner opts for a new vehicle number. This is what pertains in most developed countries.

The “new” system the DVLA is announcing is rather a retrogressive step meant to milk Ghanaians. It is a revenue gaining initiative to generate internal generated funds.

All those Ghanaians who claim the new DVLA policy is what happens in developed counties are ignorant and fickle minded. The current DVLA vehicle number plate registration is rather the standard globally.

Even personalised number plates can be transferred with the vehicle if sold and the former owner wants the personalised number to go with the sold vehicle.

Street cameras would snap the picture of the place if the driver is caught driving through a red light or is caught speeding above the speed limit. The violation ticket is mailed to the owner of the vehicle, without regard to whoever was driving the vehicle at the time of the violation. In addition, if there’s any infraction that involved the plate, such as criminal activity or toll crossing evasion, the liability falls on the registrant on record. To avoid liability, the registrant of a vehicle must promptly notify the Police if his or her vehicle is stolen. Furthermore, if a vehicle is abandoned on a street or roadside, the cost of removing the junk plus any penalties ate billed to the registrant of the plate.

If your reason for changing the number plate is to curb 'goro boys', then this doesn't make sense. That doesn't warrant this complete was of resources to implement this unsuitable system.
The goro boys can be eliminated in very simple ways and without implementing this complete reshuffle in number plate registration.
Most of these leaders just can't think sensibly.
