The former Minister of Health, Dr Bernard Okoe Boye, has addressed why the completion of Agenda 111 hospital projects have stalled under the ruling National Democratic Congress (NDC) government.

According to him, there are about 30 hospitals under the Agenda 111 projects, initiated by the erstwhile New Patriotic Party (NPP)-led government, that are approximately 70% complete but still yet to be finished.

He stated that had the NPP not been voted out by Ghanaians, their administration would have completed all of them to benefit several communities across the country.

“There are many communities in Ghana that are to benefit from the Agenda 111 and we have cited 30 of them, which have crossed 70% completion. Any hospital that has crossed 70%, the contractor needs only three to six months and can finish the hospital. So, I am saying for a fact that if Ghanaians had not voted out the NPP administration, all these 30 hospitals that I've listed would have been completed by now,” he said while addressing journalists on Thursday, October 16, 2025.

On the slow pace of work on the La General Hospital, Dr Okoe Boye indicated that construction works at the hospital have been halted, with contractors laid off due to the government’s failure to pay them.

“The La General Hospital, as we speak, has been halted for almost the entire period the NDC entered into office. When I was a minister, we worked on some of the interim payment certificates for the contractor and that's why the project took off. You can take a stroll and you look at the hospital, even from the outside, nothing is happening,” he indicated.

He asserted that the former government, under former President Nana Addo Dankwa Akufo-Addo, made payments to contractors to begin construction.

However, he added, that the current government, despite making budgetary allocations in the 2025 budget, has failed to release the funds, leading to the delay in the construction.

“The NPP administration paid some monies to get the project going. Since the NDC came, the 2025 budget captured GH¢60 million that it will be allocated to La General. The finance minister has not paid GH¢1 to the contractor. So, as we speak, all the construction workers have been laid off. There's nothing happening there. We are very interested in La General because it is a strategic hospital. La General is going to absorb the pressure on the other health facilities,” he expressed.
