Why would you do up to 30 hospitals 70% completed and not do even 5 functional Hospitals ?. As for me , I did not vote for NPP because, we never started a project from 0% to 100 % functional excepts for Toilets and AstroTurfs. Hospitals- expansions, universities- breaking up old universities, Roads- extesions, Overheads- uncompleted, Markets0 -maintenace & uncompleted, Airports- expansion & uncompleted
