  You're right, Ed. You took the wind out of my sale. The write-up is completely vague and cosmetic in terms of how the policy blueprint will be executed. I bet "we are still at the drawing table" will be their well rehearsed response if they are questioned about this. Mostly, it is the academia, public servants, and other technocrats that engineer such good policies and programmes. But politicians at the helm of affairs will usurp the originating source to claim political productivity. Yet, they will create a mess out of a potential success. As rhetorically profecient as most of these politicians can be, about 80% of them do not know a farthing of their responsibilities as government appointees. We often chide public/civil servants for being ineffective but, truth be told, they perform about 80% of the work of government appointees. Yet, these appointees claim the praise and apportion the blame to the "servants."
