Who said PDS was a bad idea, who mishandled it, and who were the too many people? A fraudulent bank guarantee triggered the cancellation of the Concession Agreement, by the government of the day. And the Court of Arbitration in London simply ruled that the entire concession agreement hinged on the bank guarantee. If any persons misconducted themselves its PDS and particularly the Ghanaian stakeholders.

The matter is that over the world when state utility services or sanitation are given to private companies their management is poor, though they increase utility and sanitation to make a lot of profit, but their services are poor.
My first experience was in Poland in 1980 when the Trade Union Solidarity came to power and handed over public utility and sanitation to private companies.
Among Eastern European countries those days Poland was the dirtiest.
