  Could any action of Negligent Homicide or Manslaughter be brought against the powers that be for:
  (1) Their breach of their duty of reasonable care, to provide those additional safety features; and or
  (2) By recklessly obliging or obligating untrained civilians to be in a situation, with the barest safety features, that the military, as their duties demand, are trained for and accustomed to?
  
  This is not a matter of our kind of crude politics, unreasonable emotional outburst nor ill-will, but common sense.
