Make sure each one of them entering the country is properly documented and none overstays his or her welcome. Keep a close eye on each of them, but from afar, to track their activities whilst they are here, including their pastors and businesses. Establish an effective “see something, say something” mechanisms in the neighbourhoods to report on any suspicious activity. Make the country uncomfortable for the criminals to stay, while protecting the law abiding ones.
