  This minister is trying with our brains. Accumulated arrears are a one-time payment to workers who earned them. . Arrears are not added to current earnings to set the threshold for a new salary. By the way, all the DCEs and MCEs appointed by Mahama are new. By definition, they are not owed any arrears. So, how can their salaries be based on past arrears?
