According to the victim, she has on two seperate occasions reported simillar abuse by the accused to Ofanko and Tesano Police Stations and nothing was done about it, so what happens to those who took the complains?

Is a threat to cause harm a criminal offence?
It looks like the police don't arrest people who threaten others with harm, since they are of the view that the harm should be cause before they act.
Keep them in custody till we celebrate Christmas and New Year.
