    Madam minister Children are "DETAINED" not "ARRESTED". Unless certified as adults they can only be found to have engaged in delinquent conduct NOT criminal conduct.

    The teenagers are just not loitering but engaged in prostitution more than the adults. They are not residents of Accra but come from villages to engage in prostitution.
