Government is a continuum. So you inherit whatever was left behind, including debt, and pay according to age. Whilst refusing to pay for a lot of work being done when the Akufo Addo NPP regime took over in 2017, they accordingly should also not have used the funds left behind, i.e. using their warped logic. Again they should also not have used the roads they refused to pay for. The NPP refused wickedly and evily to pay some of the road Contractors who had constructed roads to ordinary coal tar stage but bizarrely paid contractors they awarded contracts to to put asphalt on the same roads. This NPP act is very bad and malicious.

If you are to every contractor something small from the GHC 1 billion, then you are paying their bankers a fraction of their loans because they owe them. So they have no Christmas to celebrate.
