These arrested criminals are strong enough to be used for a cleanup works in and around our cities and towns instead of throwing them behind Bars. Even if it should take them years to get most of the cities clean as punishment for their criminal deeds it will be far better more than to get them hanging out there in prison/Cells for no work done which won't benefit the state. while the Government try to create job opportunities to ease their predicament.
