    Not only PhD students. I know of post graduate student pursuing a one year master's programme who has to drop out because of no payment of tuition fees by the Ghana govt. The uni terminated her studies as due to non payment. ...

    Bring them home. Those scholarships were not awarded on merit. I know a lot of them who couldn't even construct a simple sentence. They got the scholarship through familiar affiliation and the fucking protocol.
