Why was she running away from the scene and then why did she run back.and got knocked down by a car? If she were to have a good intent shooting this unarmed individual she wouldn't have taken to her heels. She would have stood there and call the office.

They can carry clubs as it was in the olden days, hence the name "kpoti, kpoti". The Ghana Army should be the automatic custodian of all firearms, ammunition and ordnance in Ghana.
Police don't go to war. They have nothing to do with guns. If a security problem arises, we call on the army.
The job of the police is to maintain civil order.
The uniform and badge must be an epitom of respect, but alas, police themselves have dirtied the uniform.
