    Remember Ghana abolished control price system and established a trade liberalization policy after adopting the ERP and SAP in the mid 1980s. Government introduced competition and therefore, cannot control pricing anymore.

    The government should first build and rent it for low cost.
    He cannot dictate proces of rent in the private sector.
