No bed does not mean no treatment. Doctors and nurses must have empathy for patients who are in need. Whoever turned away the patient or the ambulance must explain why she/he should continue to be a staff at the hospital.
This is what happens when you put people in charge of a country's affairs and they think they can run ministries and make decisions that affect a nation using fake qualifications and propaganda.
