Good news !
There will nothing significant. It just to frustrate poor car owner who use their ald cars for their livelihoods. Think of the tipper trucks, tractors and the trotros etc.

Wait and see how vehicle owners would be frustrated with the new registration and how corrupt officials would enrich themselves. No new system will work unless anti corruption measures are factored into it
