  The cost of the Pwalugu dam is not and has not been the problem. The fact that the NPP majority government of Akufo-Addo / Dr. Bawumia administration paid a contractor $12 million for absolutely nothing is the problem.
  
  Since the Akufo-Addo /Dr . Bawumia government had become rich and charitable to give monies away, the $12 million would have been well spent to inject and infuse liquidity in the economy of Ghana if the ignorant Dr. Bawumia and the NPP had given 120 NPP youth who are aspiring entrepreneurs $100, 000 each as a gift.
  
  Instead the dumb inner circle advisors to Dr. Bawumia chose to not fight the paying of an Indian company the $12 million without any footprint at the Pwalugu dam site.
