Per the Vienna Convention on diplomatic relations, a President is free to appoint an ambassador at any time during his term. But beyond that legal freedom, the truth is that one year is not enough for a new ambassador to deliver on his mandate.
For instance, six months to the end of his second term, former Prez Akuffo Addo appointed some ambassadors. But when the NDC took over from the NPP six months later, those ambassadors were recalled and replaced by NDC appointees.
In a nutshell, the host countries that rejected the appointed ambassadors by Prez Tinubu are very right.
