The govt has to put measures in place at the borders to prevent smuggling from Ivory Coast. Ghana is paying 130% of world cocoa price to farmers. With Ivory Coast producer price so low, Ghana stands to lose big time if it buys their smuggled Cocoa. This is called being proactive to prevent further losses.
