  I think there should be some sort of penalty, say 10% more. Otherwise it will be easy for anyone to cheat.

  So are they just refunding and walking away scot free? So if the audit had not discovered this attempt to defraud, this company would have walked away with ghc19.1 million of tax payers money? So no sanctions in the form of interest or penalties for the period? At the time this money was taken, t bill rates were above 10%. So even if they invested the money at 10% for 1 year, that is a cool ghc1.9 million they are walking away with. No penalty, No sanctions, No court. This is why this country will continue to remain in such a sorry state!!!!!!!
