Such officials aren't politicians, budget officials, directors of finance, store managers, internal auditors etc are more corrupt than the politicians. This man being questioned isn't forthcoming with the facts bcos he knows it won't go anywhere and he knows how to go around the whole show. He knows the politicians term in office is 8 years maximum and the politicians came to meet him and will leave while he remains in his position. In the end the politicians get the blame.
