  Position what......how do you want manufacturers to be competitive when genuine businesses are getting Publican AI valuations that are utterly stupid and system set up to purposely not address protest and rather makes you have a run around with no intent to address the errors. Dont think you are collecting rightful revenue. You are collecting wrongful tax based on values that exist no where in the world. The system has major problems and the quicker you accept the complaints and deal with it the better. You are making manufacturers costs sky rocket for no reason.
