Yes, it should be illegal. Mostly it's the Christians that do that kind of preaching, and really, I think the drivers get a cut of the money that they collect from passengers.
They should ban those bar operators and partying people who disturb others at night with noise.
It is also not fair to the people who don't believe in the religion.
