The problem is rather the lectures not attending classes especially those attending night courses. They don't attend lectures yet get paid.
The issue is not so simple. In some American universities, lecture attendance is part of a students overall assessment for grading. The usual 3 hr. 'Lecture' includes student participation in class, group work, debate, etc. ...
